As a non-profit dedicated to world-class care and the continuous improvement of services, Torrance Memorial IPA’s leadership is dedicated to providing high-quality health care and service to every Torrance Memorial IPA member.
Chris Rogers, MBA - Senior Vice President
Chris Rogers brings more than 30 years of experience as a health care leader to his role as Senior Vice President of Torrance Memorial IPA. His background includes leading and directing hospital/physician programs. Prior to joining Torrance Memorial IPA, Chris worked for Sutter Health in Northern California where he served in two different roles, Vice President for Integrated Physician Services and Chief Operations Officer for Sutter Pacific Medical Foundation.
Sylvia Dochterman, MBA - Vice President, Managed Care Operations
Sylvia Dochterman has more than 25 years of executive experience in healthcare. In 2017, she joined Torrance Memorial Health System as vice president, Managed Care Operations, where she leads operations for Torrance Memorial IPA and Torrance Memorial Integrated Physicians, LLC. She served for many years as president and CEO of Preferred Health Professionals (PHP), one of Kansas City, Missouri’s largest physician- and hospital-owned health plans. Dochterman has a bachelor's degree in biology from UCLA, and earned her MBA in Corporate Finance and Marketing Management from the University of Southern California’s Marshall School of Business.
David Presser, MD, MPH - Associate Chief Medical Officer
Dr. Presser has spent his career serving the South Bay as an emergency physician at Torrance Memorial, which he joined in 2005. He received his undergraduate degree from Stanford University, conferred with Honors and with Distinction, and went on to attend medical school at UCSF. He completed a four-year residency in Emergency Medicine at UCLA. He subsequently pursued his MPH at Harvard while completing a two-year fellowship in International Emergency Medicine, focusing on public health projects in Ethiopia. Dr. Presser brings years of institutional knowledge, professional relationships, and a longstanding commitment to community health to his role at TMIPA.
Yumiko Lee - Executive Director, Value Based Initiatives and Population Health
Since 2015, Yumiko Lee has been responsible for Torrance Memorial Integrated Physicians operations as the Executive Director, Value Based Initiatives and Population Health and ACO at Torrance Memorial Health System. From 2005 to 2015, she held the role of manager, Medical Staff Services/PI at Torrance Memorial Medical Center.
Lee has an M.P.H. specialized in Public Health Informatics from the University of Illinois at Chicago, as well as a bachelor’s degree in kinesiology, exercise science from California State University, Long Beach.
Senior Advisory Board
Comprised of 12 South Bay residents who are Torrance Memorial IPA members, the Torrance Memorial IPA Senior Advisory Board Committee was created in 2009 with the goal to improve the care and services offered to members. The board meets quarterly with Torrance Memorial IPA’s executive team to share medical care concerns, pose questions and offer input for improvement and new services. The board’s ideas have developed into valued programs like the Torrance Memorial IPA newsletter that helps members learn about the variety of services and resources available to help manage their health care.
